Safety tips for Halloween costumes for dogs and cats:

If you decide to dress your pet in a costume, make sure their vision is not obstructed. The costume should not constrict your pet's movement, hearing or ability to breathe or bark.

Costumes should not have small, dangling or easily chewed off pieces that your pet can choke on.

Pets are safest inside your house when trick-or-treaters are out and about. Pets can easily become excited and threatened by strangers.
